Update regarding health and safety measures in relation to the coronavirus (COVID-19)

The United Counties of Stormont, Dundas and Glengarry (SD&G), the United Counties of Prescott and Russell (UCPR) and the City of Cornwall have declared a state of emergency as of March 26, 2020, 4 p.m. in an effort to slow the spread of this highly contagious virus.

Access to United Counties of Prescott and Russell offices and services

The United Counties of Prescott and Russell (UCPR) wishes to advise that access to its offices and services continues to be very restricted for health and safety reasons related to the coronavirus (COVID-19). Most employees working in the UCPR’s offices have been requested to work from home, until further notice. As a result, clients and visitors are also being asked not to present themselves on the premises.

Please note the updates regarding the following services:

Administrative building and UCPR Council Meetings (L’Orignal)

  • The UCPR Administrative building remains closed for the majority of services, except for emergency cases regarding Ontario Works and Housing Services.

Wednesday, May 27, 2020 - Electronic Participation in the Regular Council Meeting

  • Take notice that the Regular Council Meeting of Wednesday, May 27, 2020, will be held electronically, but it will be available for viewing on our Agenda and Minutes webpage.

CANCELLED - Emergency Services Committee Meeting of Wednesday, May 27, 2020

  • Take notice that the Emergency Services Committee Meeting, scheduled to be held on Wednesday, May 27, 2020, following the Regular Council Meeting, has been cancelled.

Wednesday, June 1o, 2020 - Council and Committee Meetings Relocation to the Township of Champlain

  • Take notice that due to renovations, the Council and Committee meetings scheduled for Wednesday, June 10, 2020, have been relocated exceptionally to the Township of Champlain, 948 Pleasant Corner Road East, Vankleek Hill as follows:
    • Planning and Forestry Committee - 8:00 a.m. 
    • Committee of the Whole - 9:00 a.m.
    • Public Works Committee - following the Committee of the Whole Meeting

Reopening of the Parking lots of the Prescott-Russell Recreational Trail

The United Counties of Prescott and Russell as announced the reopening of the parking lots of the Prescott-Russell Recreational Trail as of Friday, May 22. We request that users kindly respect the health-related measures regarding physical distancing required during this pandemic, as per the attached sign. Enjoy!

Reopening of trails in the Larose Forest

The trails in the Larose Forest are now reopened to the public as of Saturday, May 16.

Walking and biking trails, as well as ATV, motorcycle and horseback-riding trails, will be available. Please note that only the trails accessible from the P1 and P7 parking lots (in the Limoges sector) will be open.

The trails accessible from the P4 parking lot in Bourget remain closed, as well as the parking lot, as the conditions are still too wet.

Closure of home-based daycares

  • The Prescott and Russell Licensed Home Child Care Agency Child Care Centers and in private homes will remain closed until further notice.
  • Clients will not be billed for these days and these closures come without any cost to parents.

EarlyON Child and Family Centres

Ontario Works

  • The Ontario Works office in Rockland is closed.

Economic Development and Tourism

  • The UCPR Economic Development and Tourism (EDTPR) and the Prescott and Russell Entrepreneurship Centre (PREC) will act as a resource to guide the region's entrepreneurs to the various support measures available to counter the negative effects of the VIDOC-19 epidemic. You can visit the CEPR website to see the resources and programs available in Ontario.

PR Transpo

  • The PR Transpo commuter transportation service has been suspended indefinitely, until further notice.

Emergency Services and Ambulance Bases

  • The Emergency Services administrative office in Plantagenet is closed.
  • For emergencies, do not present yourself at the ambulance bases.
  • If you experience symptoms of COVID-19 (fever, cough and/or difficulty breathing), please call your healthcare provider, Telehealth Ontario at 1-866-797-0000, or the Eastern Ontario Health Unit at 613-933-1375.

Prescott and Russell Residence

  • Access to the Prescott and Russell Residence, the long-term care home located in Hawkesbury, remains limited to essential visitors until further notice.

Provincial Offences Office

  • All Provincial Offences Act matters scheduled from Monday, March 16, 2020, through to and including Friday, July 3, 2020, will be adjourned and rescheduled to a later date. If you have a matter scheduled during this time, you do not need to attend court.
  • A notice of your new court date will be sent to you by mail to the address on file with the court.
  • Statutory timelines have been extended, including time to exercise your options on the Offence Notice (ticket).
  • Access to the Provincial Offences Office is limited to urgent cases only. Please call in advance to make an appointment.
  • For all payments, you can make your transaction securely online through Paymentus or send a cheque or money order.
