Mandate
The Social Services Department of the United Counties of Prescott and Russell is responsible for the administration of all social services offered in its territory.
The Social Services Department is committed to providing programs and services to eligible individuals residing in the United Counties of Prescott and Russell.
Services are grouped into three main portfolios:
Social Assistance – Ontario Works
This program offers temporary financial support and integrated employment assistance to help individuals and families with low income achieve stability.
Early Years Services
This program offers support for families and children, including:
- free activities and services in the Early ON Child and Family Centres;
- licensed childcare services (in centres or in a family setting);
- childcare fee subsidies; and
- inclusion support for children with special needs.
Housing Services
This program offers :
- access to affordable, adapted housing;
- management of the subsidized housing applications;
- rent subsidies and housing allowances; and
- homelessness prevention programs, notably:
- subsidies for residents of residential service homes.

An Integrated and Person-Centered Approach
At the heart of the Social Services Department's work is a simple belief: everyone deserves easy and welcoming access to the support they need.
In the Early ON Child and Family Centres, an integrated model is offered, where families can access a variety of services offered by the Social Services Department — all conveniently offered under one roof. This makes it easier for families to find the support they need, in a welcoming environment.
The United Counties of Prescott and Russell's Social Services Departement is also proud to collaborate with community partners who offer additional on-site services, thus expanding the range of support available, without added stress or travel.
Thanks to this approach, the Social Services Department is able to offer coordinated, consistent, and personalized support, tailored to the unique needs of each individual and of each family.
