THAWING PERIOD RESTRICTIONS

This year, the load restrictions for the thawing period will be in effect as of Friday, March 3, 2023. This measure is intended to minimize the impact of temperature variations on our road infrastructure by reducing the transport’s weight and will be lifted as soon as conditions allow.

Proposed Official Plan Open House and Public Meeting

Take notice that the United Counties of Prescott and Russell will hold an Open House and Public Meeting pursuant to subsection 17(15) and 17(16) of the Planning Act R.S.O. 1990, c.P.13, as amended, regarding a proposed new Official Plan as a result of the exercise under Section 26 of the Planning Act R.S.O. 1990, c.P.13, as amended.

Open House (in person)

  • Tuesday, August 23, 2022, between 4 p.m. and 6 p.m. in the Council Chambers of The Nation Municipality located at 958 route 500 West, Casselman (Ontario)
  • Wednesday, August 31, 2022, between 4 p.m. and 6 p.m. the Council Chambers of the United Counties of Prescott and Russell located at 59 Court Street, L’Orignal (Ontario)

The purpose of the Open House is to offer the public an opportunity to provide feedback, to ask questions and identify planning issues that should be considered as part of the new Official Plan. The proposed Official Plan and supporting information are available for public review on our Official Plan page.

Statutory Public Meeting (in person)

  • Tuesday, September 13, 2022, at 1 p.m. in the Council Chambers of the United Counties of Prescott and Russell located at 59 Court Street, L’Orignal (Ontario)

The purpose of this Special Council meeting is to present the proposed Counties’ Official Plan and give an opportunity for the public to provide input before Council. The proposed Official Plan and supporting information are available for public review on our website under the Official Plan page.

Public viewing of the Statutory Public Meeting will be available via live stream on the Counties' YouTube channel and the link to access the live stream will be available on our Meeting Videos page.

Participation

Any person or public body may attend the Open House, the Public Meeting and/or make written or verbal representation either in support of or in opposition to the proposed Official Plan or submit ideas and feedback for consideration.

To ensure that your comments are clearly understood and received prior to Council making a decision, you are strongly encouraged to submit written comments regarding the proposed Official Plan on Monday, September 19, 2022, at the latest, by email at [email protected] or by mail at the address below.

Purpose of the United Counties’ Official Plan

The United Counties of Prescott and Russell is reviewing its Official Plan to ensure that the land use planning policies are current, reflect updated Provincial policy, and reflect changing community needs for the next 25 years.

The United Counties began the legislative review of their Official Plan in October 2021. The Draft Official Plan has been prepared and has been available on the Counties’ website since May 2022.

The Official Plan is a land-use planning document that includes goals, and land use policy directions for the United Counties. The Plan provides a policy framework for topics such as Resource Management, Growth Management, Natural Heritage, and Infrastructure by dealing with issues of Provincial, County, and local interest. The Official Plan is one of the most powerful policies documents the Counties must provide a framework for comprehensive, integrated, place-based planning that can help us realize a long-term vision.

The proposed Official Plan includes all lands within the administrative boundaries of the United Counties of Prescott and Russell and accordingly no key map is provided.

Notification of Adoption

If you wish to be notified of the decision of the Council of the United Counties of Prescott and Russell on the proposed Official Plan, you must make a written request to the Planning and Forestry Department at the address below, or email [email protected]. Such request must include the name and mailing address or email address to which such notice should be sent.

Note: The approval authority for adopted United Counties’ Official Plan is the Ministry of Municipal Affairs and Housing.

If a person or public body would otherwise have an ability to appeal the decision of the Minister of Municipal Affairs and Housing to the Ontario Land Tribunal, but the person or public body does not make oral submissions at a public meeting or make written submissions to the United Counties of Prescott and Russell before the proposed Official Plan is adopted, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the United Counties of Prescott and Russell before the proposed Official Plan is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party. Notice of Collection, Use and Disclosure

Any personal information is collected under the authority of the Planning Act, R.S.O. 1990, c. P. 13 and may be used in an appendix of a staff report, published in the meeting agenda, delegation list and/or the minutes of the public meeting and made part of the public record. The United Counties collects this information for the purposes of making informed decisions on the relevant issues and to notify interested parties of Council’s decisions. It may also be used to serve notice of an Ontario Land Tribunal hearing. Information collected, used, and disclosed is in accordance with the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA).
